Program Description

NLCE is a prevention and intervention program designed for Pinellas County youthful offenders, young men and women 14 - 24 who are involved with the juvenile justice system or the adult criminal justice system and at-risk high school students.

The Adult Program Goal is to reduce further contact with the criminal justice systems by the successful completion of probation and re-focusing priorities to develop legitimate means for self-sufficiency; thereby, decreasing the recidivism rate for the targeted population. The Youth Program is designed to reduce school failure with the completion of high school or a GED program and lessen the likelihood of contact with the juvenile court system or the adult criminal justice system.

This demonstration project will focus on Clearwater residents initially, where there are a disproportionate number of poverty stricken families, youth and adult arrests, academic failure, and health disparities. The program will serve a total of 50 youthful offenders or at-risk high school students who need academic, social, and behavioral supports along with vocational training and employment assistance to lessen the likelihood of criminal activity.
